From the operations view, a line manager needs to know that they will be able to maintain a level of resource with the right capability that enables their team’s performance to at least be maintained, bonuses earned and staff kept happy, or at least kept.

Key point: To support agility in projects, an organization must resource to a level that supports both BAU and project activity.

There are other options, such as subject matter experts who are either ring-fenced for project work, or recruited into the projects resource pool.

Whatever route, this is a major challenge and tightrope for any organization. For instance, if project delivery momentum falters, resource utilization drops like a stone and that is unproductive and expensive.

It follows that if an organizational culture supportive of agility is to be built and sustained, one KPI is its ability to attract and keep the right people. This is talent management.
